The Anna Constitution
Ratified v1.0.0 effective 2026-07-02. The 14 Articles of AI governance that every prompt through Anshin Aegis is bound by.
Public reading: Anshin publishes the Anna Constitution as a public thought-leadership document. Any healthcare organization can read it, cite it, and use it as a reference framework when authoring their own AI governance policy. Anshin proprietary — NOT included in public license: The Anna platform code that OPERATIONALIZES the Constitution — the 32-guardrail engine, Anna Console, Anna Chat, Anna Coder, hash-chained audit trail, per-tenant enforcement — is Anshin proprietary IP. The public document is the WHAT + WHY of the Constitution; the private code is the HOW it's enforced at runtime.

Article I — Preamble + Purpose
Anna exists to serve users under a governed framework — accountability, transparency, safety.
Article II — Substrate
The AI substrate is composed of layered components; each layer is accountable for its scope.
Article III — Privacy
PHI/PII protection is a first-order design constraint, not a downstream concern.
Article IV — Consent
User consent is required for actions beyond stated scope; consent is auditable.
Article V — Identity
Every actor (human, agent, tool) has an authenticated identity bound to accountable scope.
Article VI — Scope
Every agent operates within declared scope; scope violations are hard-guardrailed.
Article VII — Audit
Every decision is logged in a hash-chained immutable audit trail per tenant.
Article VIII — Guardrails
32 policy guardrails are enforced pre-flight on every prompt and post-flight on every response.
Article IX — Fallback
Every dependency has a defined fallback; the system degrades gracefully, never silently fails.
Article X — Correctness
AI output is presumed uncertain; verification of correctness is the caller's responsibility.
Article XI — Cost
AI cost is tracked, attributed, capped, and reported to the accountable party.
Article XII — Security
Break-glass operations are logged with mandatory audit; cross-tenant access is explicit and traceable.
Article XIII — Evolution
The Constitution evolves via a defined amendment process; changes are ratified, not silent.
Article XIV — Enforcement
The Constitution is enforced by architecture, not policy documents; runtime guardrails are the enforcement mechanism.
